Поклонская и «Парус»: крымская «свободная зона» стала прикрытием «серых схем»
Симферополь – Еще год назад, когда так называемая крымская свободная экономическая зона была только проектом, ряд экспертов называл одним из рисков для данного проекта его возможную криминализацию. Дело в том, что в условиях, когда серьезный российский бизнес не идет в Крым из-за боязни санкций, а крымский бизнес не располагает достаточными оборотными средствами для инвестирования, «зона» может стать полем деятельности приближенных к местным чиновникам компаний. Для минимизации налогов и реализации серых схем. Сегодня мы видим первые признаки того, что этот прогноз начал сбываться.
Практически незамеченным широкой общественностью прошло недавнее сообщение российского министерства по делам Крыма о регистрации в качестве субъекта СЭЗ ООО «Управляющая компания (УК) «Парус». По данным пресс-службы министерства, данная структура якобы готова вложить 38,9 млн рублей и создать 50 рабочих мест, занимаясь «туристической деятельностью». Между тем, данное сообщение является более чем знаковым.

Злые языки связывают пионера крымской зоны с «прокурором Крыма» Натальей Поклонской или Няшей, как называют ее многочисленные фанаты. А точнее, с ее уральскими друзьями.
«УК «Парус» с уставным фондом всего 10 тыс. рублей зарегистрирована в поселке Гаспра (Ялта). Там же находится одноименный санаторий «Парус», национализированный крымскими властями в числе прочего курортного имущества. В мае 2014 года Совет министров Крыма своим распоряжениемпередал клинический санаторий «Парус» (пгт Гаспра, ул. Алупкинское шоссе, 4) в безвозмездное пользование прокуратуре Крыма, возглавляемой Поклонской.
За управляющей компанией «Парус» стоит выходец из Екатеринбурга Борис Безруков. С Поклонской его свел духовник крымской прокурорши отец Сергий (Романов)
По данным СМИ, согласно договору между прокуратурой и министерством имущественных и земельных отношений о передаче имущества, санаторий отошел надзорному ведомству без права передачи третьим лицам. И должен был использоваться для отдыха прокурорских работников и членов их семей. Между тем, очень скоро государственное имущество оказалось в управлении коммерческой структуры – той самой «Управляющей компании «Парус». На сегодня реализация путевок в прокурорскую здравницу, расположенную на живописном мысе Ай-Тодор, прямо напротив символа Крыма «Ласточкино гнездо», полностью идет через коммерсантов.
Как пишет сайт «Уралинформбюро», за управляющей компанией «Парус» стоит выходец из Екатеринбурга Борис Безруков. По данным источников издания, с Поклонской его свел духовник крымской прокурорши отец Сергий (Романов). Известна показательная набожность Поклонской и ее интерес к истории семьи последнего российского императора Николая II. Поклонская даже побывала на Урале, где закончила свои дни царская семья. Якобы во время этой поездки в декабре 2014 года в Среднеуральском женском монастыре отец Сергий обвенчал Поклонскую с экс-работником российской прокуратуры, а ныне бизнесменом Андреем Красильниковым.
Перебравшись в Крым, Безруков стал вхож в крымские властные кабинеты. Тоже не без содействия Поклонской. «Вместе с санаторием команде Безрукова досталась машина с прокурорскими номерами. Очень удобно для решения вопросов в коридорах крымской власти», – отмечает издание.
Начав с прокурорской здравницы, «Управляющая компания «Парус» теперь активно подминает под себя и другие курортные объекты Крыма. Как легальными, так и откровенно незаконными методами.
Аппетиты растут
В июне «УК «Парус» стала победителем конкурса на управление имуществом детского оздоровительного комплекса «Юность» в Евпатории. Это самый крупный и самый дорогостоящий из 12 санаторно-курортных объектов,выставленных на конкурс крымскими властями. Примечательно, что второй участник торгов – тюменская компания «Глобус-Турс» – не был допущен на конкурс под предлогом неправильно оформленной документации. Таким образом, «Парус» стал безальтернативным претендентом на государственное имущество и выкупил право его аренды по стартовой цене 38,5 млн рублей. Согласно договору, частник будет получать 80% выручки «Юности». А сумма сделки почти совпадает с заявленной суммой инвестиций «Паруса» в рамках СЭЗ. Так что свои инвестиционные обязательства компания может считать выполненными.
А еще один объект в Евпатории перешел под контроль учредителей «Паруса» путем рейдерского захвата, что, впрочем, довольно банальное явление для нынешних экономических реалий Крыма.

Как утверждает уже упомянутое «Уралинформбюро», в декабре 2013 года, буквально за три месяца до российской аннексии, предприятие «Тяжмашинвест» из Екатеринбурга получило в аренду детский оздоровительный лагерь «Пионер» под Евпаторией, до того находившийся в управлении «Укроборонлизинга». Однако уже после российского захвата полуострова лагерь, занимающий 12 гектаров на побережье, был присвоен местными властями. В свою очередь, крымские чиновники подыскали ему нового арендатора.
«С точки зрения закона, арендные договора, некогда заключенные по крымским объектам с властями Украины, должны действовать до истечения своего срока, – рассуждает уральский сайт. – То есть юридически «Тяжмашинвест» является добросовестным арендатором до 2017 года. Но министерство имущественных и земельных отношений республики Крым больше года не подписывает с ним необходимое для этого дополнительное соглашение. Зато из-под пера чиновников появляются документы, согласно которым, ДОЛ «Пионер» передан в аренду некоему ООО «Премиум-Альянс».
По данным «Уралинформбюро», у данной структуры те же самые владельцы, что и у «Управляющей компании «Парус». Так, с новыми документами на территорию лагеря неоднократно пытались зайти члены команды Безрукова Дмитрий Воскобойник, Оксана Хисматуллина (числится гендиректором «УК «Парус») и Андрей Даутов. «Когда выяснилось, что «безруковцы» используют «липовую» доверенность, министерство было вынуждено дать задний ход. Но захватническую операцию это не остановило. По распоряжению вице-премьера республики Крым Михаила Шеремета в «Пионер» были отправлены бойцы «народного ополчения», которые выставили руководителей «Тяжмашинвеста» за ворота лагеря. На каком основании? Да нет никакого основания», – рассказывает издание, оценивая произошедшее как рейдерский захват в духе 90-х годов.
Крым не только не приобретает ничего нового, но еще и теряет бюджетные поступления
Впрочем, оставим компетентным органам возможность давать оценку переходу государственной курортной собственности в Крыму под контроль «УК «Парус» теми или иными методами. В контексте тезисов, с которых начиналась данная статья, нас интересует другой аспект. Как видим, «УК «Парус» не производит продукцию, вообще не продуцирует никакие материальные ценности, ничего не строит и не разрабатывает. Его единственный род занятий – эксплуатация «отжатого» местными «царьками» у Украины государственного имущества. Однако этого мало, и теперь «Парус» получает статус субъекта экономической зоны. Другими словами, помимо возможности стричь доходы с госсобственности под крылом заинтересованных чиновников, фирма наделяется налоговыми льготами (пониженная ставка налога на прибыль, освобождение от уплаты налога на имущество организаций и земельного налога). А значит, Крым не только не приобретает ничего нового, но еще и теряет бюджетные поступления. И, думается, подобных схем «бизнеса» в «свободной зоне» будет еще немало.
