Сентябрь для крымчан был временем ожидания. Ожидания перемен во власти. Тема управленческой не профессиональности «команды победителей» звучит уже не только на страницах в соцсетях, но и в быту, и на рабочих местах простых крымчан. Ведь даже простые работяги уже понимают, что уровень жизни каждого из них зависит от того, насколько эффективно работает власть.
И действительно, если посмотреть, кто сейчас руководит Крымом, то это не экономисты-управленцы, а политики и политиканы. Сам Сергей Аксенов кроме активности в своем политическом проекте «Русское единство» особо нигде не блистал достижениями. Его правая рука и товарищ по Симферопольскому военно-политическому училищу Михаил Шеремет вполне подходит на роль лидера ополченцев, но как-то слабо ассоциируется с позицией топ-управленца целого региона. Николай Янаки – вице-премьер, известен скандалами по обвинению его в лоббировании собственных бизнес-интересов. Дмитрий Полонский – вице-премьер, все его заслуги это тоже личная дружба с главой республики. Руслан Бальбек – вице-премьер, взят в Cовмин в качестве оппозиции меджлису крымскотатарского народа. Неудивительно, что за два года руководства Крымом «команда победителей» не смогла дать результат, ожидаемый как Кремлем, так и рядовыми крымчанами.
Известно, что в аппарате Совета министров Республики Крым есть целые мониторинговые группы, занимающиеся отслеживанием всех обсуждений, касающихся власти. Есть такой отдел и в крымском министерстве информации Дмитрия Полонского. Поэтому уровень недовольства властью хорошо известен «команде победителей».
Летом этого года Сергей Аксенов и Владимир Константинов анонсировали, что в сентябре пройдет чистка рядов крымских чиновников по всей вертикали власти. В том числе они обещали учесть мнение самих жителей полуострова, для чего на сайте Cовмина был запущен онлайн опрос оценивания эффективности работы районных и городских властей. При этом лидеры «команды победителей» пообещали, что в сентябре проведут собеседование с руководителями городов и районов с кадровыми выводами.
Но прошел сентябрь, а практически не то, что никаких кадровых чисток, но даже и изменений существенных в коридорах власти не произошло. Единственная отставка министра здравоохранения и то больше связана с громким расстрелом медиков «скорой помощи» в Симферополе, чем с принципиальной позицией первых лиц Крыма. Та же ситуация и на местах, на манеже все те же – бывшие регионалы.
Откуда же такой тормоз? Зачем надо было анонсировать отставки и после А не сказать Б? Тут либо это был продуманный ход, чтобы успокоить общественное мнение после громких скандалов с летними уголовными делами на высокопоставленных чиновников и по сути открытой конфронтации Сергея Аксенова с российскими спецслужбами, осмелившимися тронуть членов его свиты. А, может, объяснение лежит гораздо глубже.
Из инсайдерских источников известно, что Рустам Темиргалиев имел ряд встреч в Администрации президента Российской Федерации. Там ему предложили высокую должность на Сахалине. Но предупредили, что возможно и его возвращение в Крым. Естественно, что подобное возвращение никак не вяжется с его совсем не дружелюбными отношениями с бывшими товарищами из «команды победителей», которые его, грубо говоря «кинули». Тогда логически напрашивается вопрос, а не планируют ли в Администрации президента Российской Федерации зачистку верхушки «команды победителей»? Ведь досье с компроматом на «победителей» уже наверняка многотомное и с весьма и весьма серьезными фактами. И это не секрет. В таком случае и возможное возвращение Темиргалиева становится объяснимым. Вряд ли он будет направлен на должность первого лица Крыма, но в роли заместителя вполне вероятно. Опять же, достоверные инсайдерские источники сообщают, что Рустам Темиргалиев приезжал недавно в Крым, где имел ряд встреч с не последними людьми полуострова.
И вполне возможно, что и лидеры «команды победителей» уже осведомлены о возможной отмашке Кремля по перезагрузке власти в Крыму, по крайней мере, ее исполнительной ветви. Тогда понятно их нежелание что-то менять, если их самих скоро ждет та же участь.
Сейчас все зависит от Владимира Путина, что перевесит на его весах: гарантии, данные им «команде победителей» или становящиеся все увесистее тома с компроматом на этих самых «победителей».
Между тем рейтинг Сергей Аксенова снижается, так Центр информационных коммуникаций «Рейтинг» сообщает, что за летние месяцы позиции главы Крыма снизились на четыре ступеньки, и он занял лишь 31-е место в рейтинге губернаторов. И чем ниже его рейтинг, тем меньше его вес на весах президента.
У нас нет политического тотализатора, но если бы он был, я бы рискнула и поставила на скорую отставку крымского правительства.
