В начале июля российские правоохранительные органы задержали в Крыму ряд высокопоставленных местных чиновников и руководителей госпредприятий, подозреваемых в коррупции. Казалось бы, уже привычная для России новость, где последние пять лет развернута масштабная борьба со злоупотреблениями госслужащих и управленцев государственными активами.
Но почему-то именно в Крыму данные действия правоохранителей спровоцировали истерику главы регионаСергея АКСЕНОВА, который распространил в СМИ «грозные» заявления в адрес Москвы, предъявив вполне конкретные претензии федеральному центру — дескать, «почему меня не предупредили о планируемых задержаниях моих доверенных людей на моей территории».
Параллельно с этим АКСЕНОВ провел срочный сбор всей местной властной элиты, которой пообещал личное покровительство и защиту от правоохранительных органов и федеральных чиновников.
Кем он себя возомнил, сложно сказать, но очевидно одно — случайно оказавшийся у власти на полуострове человек с 20-летним стажем криминальной деятельности за год нахождения Крыма в составе России так и не смог перестроиться под новые требования и реалии, бросить свои «вредные» привычки — решать все по понятиям на закрытых сходках, деля людей вокруг на «своих» и «чужих», а закон обходить, просто покупая сотрудников правоохранительных органов и устраняя неугодных.
Еще год назад, когда Крым вновь стал российской территорией, местные жители испытывали двойственное чувство — с одной стороны радость от воссоединения с исторической Родиной, а с другой — разочарование и опасения от перспективы жить и работать под руководством команды криминального авторитета «Гоблина» (предполагаемое прозвище АКСЕНОВА в преступной среде) и его окружения, от действий которых население полуострова сильно настрадалось в 1990-2000-е годы.
И многие местные эксперты еще год назад предрекали, что у федерального центра обязательно возникнут проблемы с АКСЕНОВЫМ, который будет всеми силами защищать свои бизнес-активы, большинство которых приобретены сомнительными способами и до сих пор подконтрольны ОПГ.
Ради этого он будет активно противодействовать любым инициативами федерального центра упорядочить рынок и экономику региона, которые необходимо адаптировать под российское законодательство.
Также рьяно он будет защищать своих подчиненных и подельников, которых расставит на все ключевые госдолжности и государственные предприятия в регионе. Только такая конфигурация позволит АКСЕНОВУ удержать власть в Крыму и, самое главное, получить бесконтрольный доступ к бюджетным деньгам и проектам, осваивать которые также должны его люди и структуры.
При этом в случае такого развития событий эксперты еще год назад утверждали, что поддержка населением федеральной власти будет постепенно снижаться, так как получается, что «Москва допустила к руководству республикой уголовников». Поэтому эксперты утверждали, что федеральный центр должен, как можно быстрее избавиться от этой «гоп-компании».
И вот через год, когда правоохранительные органы собрали достаточно материалов о масштабах коррупции в руководстве полуострова, в сфере имущественных и земельных отношений, а также на местных госпредприятиях, на основании которых в июле этого года и были задержаны несколько доверенных лиц АКСЕНОВА, у главы республики случилась истерика. На такое развитие событий он точно не рассчитывал.
Что будет дальше, прогнозировать трудно. Но очевидно, что глава региона (не самого простого во всех отношениях), публично предъявляющий претензии и ультиматумы федеральному центру, больше не может устраивать Москву.
Достаточно внешних проблем и их последствий для внутриэкономической ситуации в России, чтобы еще отвлекаться на капризы и «привычки» зарвавшегося типа, по ошибке оказавшегося в руководстве уникальной для страны республики — с богатой историей, чудесной природой и самыми позитивными перспективами, которые персонажи типа АКСЕНОВА, можно не сомневаться, будут использовать исключительно в целях личного обогащения.
Население Крыма и до воссоединения с Россией не являлось для АКСЕНОВА чем-то заметным и важным. Каждый второй житель полуострова в красках расскажет, как он или его близкие пострадали от различных местных ОПГ, в иерархии которых АКСЕНОВ вырос от рядового «боевика» до «пахана». И такие позиции «Гоблин» и его окружение уже без боя не сдадут.
Однако, судя по последним заявлениям АКСЕНОВА в СМИ, он переварил произошедшее, сделал нужные выводы и «включил заднюю», пообещав и кадровую чистку госорганов полуострова, и подробный и жесткий отчет чиновников, и даже разбавить местных управленцев специалистами из материковой России.
Но как говорится, горбатого могила исправит. Если сейчас АКСЕНОВ одумался, то в следующий раз, когда очередного его доверенного «просто принявшего неверное решение» чиновника задержат за взятку, неизвестно какой будет реакция.
При этом получается, что население полуострова продолжает оставаться в заложниках у уголовников и, по сути, является «разменной монетой» в их переговорах с федеральным центром. То есть благосостояние и уровень жизни жителей Крыма сейчас находятся в прямой зависимости от реализации бизнес-интересов, потребностей и капризов команды АКСЕНОВА.
Кроме того, необходимо учитывать, что нынешняя властная и бизнес-элита Крыма, за 20 лет пропитанная криминалом, до сих пор тесно связаны с украинской олигархией и криминалитетом, которые также пытаются сохранить свои позиции и активы на полуострове, несмотря на бегство из Крыма на Украину в прошлом году.
Именно этим обстоятельством объясняется тот факт, что недавние выпады и претензии АКСЕНОВА в адрес Москвы активно подхватили антироссийские рупоры Киева, которые договорились до того, что назвали его агентом влияния Украины в «тылу врага», связав с ним даже надежды на возвращение Крыма под контроль Киева.
Возможно, именно по этой причине Москва не торопится с многомиллиардными инвестициями в экономику и инфраструктуру Крыма, понимая, что все это будут «контролировать» персонажи типа АКСЕНОВА.
